We know too well about taxes in this town. Property tax. Sales tax. Income tax. And there's another one.

It's the "corruption tax" -- the extra money they pay because of dishonest public officials.

People pay it when politicians give government jobs to unqualified cronies and when law enforcement spends millions prosecuting crooked politicians.

The head of political science at the University of Illinois in Chicago, Dick Simpson, found that all together, 1,000 public officials and businessmen have been convicted of public corruption in Illinois since 1970.

It's impossible to calculate the full cost of the corruption tax. Simpson's come up with a $300 million estimate, but that focuses on the Chicago area and doesn't directly apply to taxpayers downstate.

Daley: Cop union 'unfair' to Olympic bid
March 28, 2009 It is "unfair" for police to try to link their pay dispute to Chicago's bid to host the 2016 Olympics, Mayor Richard Daley said Saturday.

Police union members unhappy with contract negotiations say they will picket City Hall on Thursday--the same day the International Olympic Committee's evaluation team arrives in Chicago.

"If everybody has a complaint about something else, it has nothing to do with 2016," the mayor said. "It's really unfair because the Olympics is bigger than Mayor Daley. It's bigger than the police or fire union, all these unions. It's bigger than them.

"This is about the vision of the city. This is about transforming the city. This is something that other cities are fighting for."

But Daley added he was not concerned the protest would have any impact on Chicago's chances of being awarded the games over three other finalists--Madrid, Rio de Janeiro and Tokyo--in October, when the IOC is scheduled to make its decision.

"If they want to demonstrate--fine, they can demonstrate. But it won't have any affect," the mayor said.

Ruling In favor Of CPD

Chicago Police officers denied their requests to take compensatory time off could be in line for damages at a time when the city is strapped for cash, thanks to a federal appeals court ruling this week.

Denying the city's appeal, the 7th Circuit U.S. Court of Appeals ruled that the Police Department can no longer cite manpower shortages to indefinitely deny requests from rank-and-file officers to use comp time awarded in lieu of overtime pay.

The Fair Labor Standards Act requires the city to grant comp time requests made with sufficient notice, even if it means calling other officers in on their days off to fill the void. The act applies to time earned above and beyond 11 overtime hours in a four-week period.

The ruling comes as nose-diving revenues tied to the prolonged recession threaten to poke a $200 million hole in Mayor Daley's 2009 budget.

Fraternal Order of Police President Mark Donahue says cash damages can and should be substantial.

"Our members have been harmed by not being able to use their comp time because it's at the discretion of the commander to approve or deny," Donahue said.

"There are a myriad of reasons they give. None are acceptable to a member refused the ability to use comp time to attend a family wedding even though the request was put in months in advance."

This has happened to all of us at some point more than once. I was denied last year my nephews first birthday party I even told the W/C what I needed the time for and I was still denied . He will never have another first birthday and I wasn't able to share in the memories.

Thug kills 4 cops before being shot dead in California
OAKLAND, Calif. - As the city prepares for a massive public funeral for four police officers slain in the line of duty, dozens took to the streets in a show of support for the man authorities say was their killer.

Organized by International People's Democratic Uhuru Movement, the march Wednesday evening took participants near a police substation within sight of the two locations where Lovelle Mixon allegedly shot the veteran officers before being slain himself.

Loved ones and supporters walked through the streets chanting, "OPD you can't hide, we charge you with genocide!" There were no officers patrolling the march route.

"I don't condone what he did, but it's bringing to light the frustrations between the community and the police," said Uhuru Movement member Kihad Deen. "This gives people a chance to speak their minds."

Mixon's cousin, Dolores Darnell, 26, addressed the small crowd, calling him "a true hero, a soldier."

"This is the real Lovelle," she said, holding a picture of a smiling Mixon with his wife. "We do apologize for what he did to the officers' families. But he's not a monster."

Authorities say a day before the shooting the 26-year-old fugitive parolee was linked by DNA to the February rape of a 12-year-old girl who was dragged off the street at gunpoint.

The event took place a day after a city-sponsored gathering drew about 1,000 people to the crime scene to honor the slain officers: Sgt. Mark Dunakin, 40; John Hege, 41; Sgt. Ervin Romans, 43; and Sgt. Daniel Sakai, 35.

Police said Hege and Dunakin were gunned down Saturday when the two motorcycle officers pulled over Mixon. In a manhunt that followed, Romans and Sakai died when the city's SWAT team stormed an apartment where Mixon was hiding. Mixon also died in the gunfire.

Speaking at the event honoring the officers Tuesday night, Acting Police Chief Howard Jordan said the department was being sustained by an outpouring of public sympathy that included flowers, food, donations for the officers' families and more than 3,000 e-mails, cards and calls.

"It speaks volumes for us. To see so many people here today, in the very same community we lost four officers, means so much to us," Jordan said, noting that the condolences have far exceeded any hints of criticism. "We're going to get through this, with the support of our families and with the support of you, the community."

Meanwhile, the state inspector general said Wednesday that Mixon was properly monitored by corrections officials after he was released from prison in November. Mixon was wanted on a parole violation when the shootings happened, although it is not yet known whether that was the reason Hege and Dunakin pulled him over on Saturday afternoon.

Sgt. Dom Arotzarena, president of the Oakland Police Officers Association, said Wednesday that the rank-and-file is trying to cope with the tragedy while preparing for a public funeral Friday that is expected to fill the arena where the Golden State Warriors play.

"Everyone is devastated," Arotzarena said. "Everyone is trying to seek answers to it all, including, 'Why did this happen?'

"Our reaction is no different than anyone else."

According to the National Law Enforcement Officers Memorial Fund, 133 law enforcement officers died in the line of duty in 2008, a 27 percent decrease from year before and the lowest annual total since 1960.

SAGINAW, Mich. (March 26) - A man police caught performing a sex act with a car wash vacuum has been sentenced to 90 days in the Saginaw County Jail.
Jason Leroy Savage must also submit to drug testing.
The 29-year-old Swan Creek Township man was sentenced Wednesday in Saginaw County Circuit Court. Savage pleaded no contest to indecent exposure last month.
Police say Savage was arrested after a resident called officers early on Oct. 16 to report suspicious activity at a car wash in Thomas Township, about 90 miles northwest of Detroit.
Savage's attorney, Philip Sturtz, didn't immediately return a message seeking comment.

Woman Handcuffs & Bites Ex-Husband

FAIRFIELD, Conn. (March 24) - A woman attempting to reconcile with her estranged husband handcuffed herself to him as he slept and then bit him on his torso and arms as he phoned for help, police said.
Helen Sun, 37, told police she wanted to have a conversation with Robert Drawbaugh without him leaving. She changed the locks on their bedroom door and, while he was sleeping Monday, handcuffed herself to him, authorities said.

Drawbaugh was able to dial 911 from his cell phone. Nearly out of breath, he told dispatchers he woke up handcuffed, was still bound to his wife and was holding her down, according to a recording released by police.
Dispatchers heard Drawbaugh scream in agony, apparently as his wife bit him.
"Owwww!" Drawbaugh shouted repeatedly. "Are they almost here? Oh God. I need help!"
Asked by dispatchers why his wife was attacking him, Drawbaugh said he divorced her. He also said she has a history of violence.
