While alcohol acts as a pain killer, it also can act as a blood thinner and decrease the "stickiness" of platelets. If the man was injured, drinking alcohol probably increased his bleeding. He looks ok in the video, so that's good.
But really, who gets charged with drunk driving whilst operating a bar stool? Honestly? It's just nuttiness.

Your right that is why I posted this video. I would have laughed and then called an ambulance, I can't believe the bar stool goes that fast !
