Police officers command automatic respect, particularly in numbers, and they do not engage in public protest often. So the Fraternal Order of Police picketing City Hall this coming Thursday, just as the International Olympic Committee rolls into town for a key visit, is shaping up to be the dramatic civic event of the week.
The idea, the FOP says, is to get Mayor Daley's attention, but I'm wondering if the cops have really thought this through. Isn't that sort of like getting a bull's attention by climbing over the fence and hitting it between the eyes with a plank? Great, now you've got its attention. What happens next?
If asked to toss out a few adjectives to describe our mayor, I'd probably start with "choleric" and "short-fused" but "vindictive" and "vengeful" wouldn't be far behind.
Actually, Daley and the cops make a matched set -- both habitually aggrieved, pretending they don't wield the power they do, hiding behind a false victimhood, treating each new problem that happens on their watch with shock, as if it were an unexpected bolt from the blue, and not a symptom of unaddressed perennial problems.
And while I'm not a gauge of public sympathy, my guess is that Joe Lunchbucket is not with the cops on this one. Between the drip-drip-drip of cop screw-up stories, plus a shuddering general economy rocked by daily mass layoffs and mandatory pay cuts, that 16 percent pay raise over five years the police are so offended by doesn't look that bad to most people -- I'd take it with both hands right now, but, alas, nobody is offering that to newspapermen.
The Chicago Police union might recognize this if they weren't so mad about everything all the time. While as individuals, police officers can be as calm, moderate and sensible as anyone else, somehow, as a group, being honked off has become a Chicago cop hallmark, the same tedious outrage served up daily on cheezedoffcop.com or whatever they call themselves. They don't realize that, if sputtering anger is the only flavor you sell, well, then it gets old, and people just tune you out. Just look at the mayor.
And for the record, yes, picketing is your right. But just because something is a right doesn't make it smart strategy. Anyway, there's no need to argue -- the picketing will occur, and we'll all see just how well it works. Because remember, Mayor Daley isn't going anywhere, he is absolutely fixated on the idea of getting the Olympics, he has a long memory, and paying back enemies is his idea of fun.
We have been without a contract since June of 2007 16% over 5 years is only 3.2 % a year its fair. The Mayor decided to pick this fight so yes we are going to fight back .

Chicago taxpayers have been "very good to public employees," Mayor Daley said Tuesday, advising police officers preparing to embarrass him by picketing when the International Olympic Committee comes to town this week to enter "the real world."
"I just dedicated a brand new police station. No other city is building police stations….We spend an enormous amount of money. We're buying new police cars now. We have no apologies to make to any public employee," Daley said.
"The taxpayers have been very, very good to public employees….Your neighbor-he or she is out of a job. Their son and daughter graduated from college [and] cannot get a job…This is a very tough economic time and public employees have to understand that. This is the real world."
Fraternal Order of Police President Mark Donahue said he knows of nobody who "lives more in the real world" than police officers do.
"Of all public city employees, police are the most mindful of tough economic times. We deal with it day- in-and-day-out. When times are tough, crime rises. When times are tough, there are more domestic disputes. When times are tough, we're there to respond," Donahue said.
"If the mayor's concern is that we're not being realistic, instead of taking things off the table, put things on the table we can discuss and negotiate in fairness."
Thursday's 11 a.m. protest by off-duty police officers coincides with the arrival of IOC members conducting their final site visit in Chicago. But, Donahue said the union's goal is not to turn Daley's Olympic dream into a nightmare.
Wow ! The most corrupt mayor in the country is telling us we don't live in reality. Sounds like KING DALEY is worried about this protest . I hope this puts the nail in the coffin on the Olympic bid.

Illinois taxpayers are on the hook for another one of those fat pension deals that state legislators have set up for themselves.
The State Employees Retirement System has signed off on granting former Rep. Kurt Granberg (D-Carlyle) a yearly pension of $113,305.
Which is $40,288 more a year than he would have gotten if his pension were based only on his 22-year legislative career, which ended in mid-January.
Instead, pension officials decided Granberg had earned the higher pension serving as director of the Illinois Department of Natural Resources, a post then-Gov. Rod Blagojevich appointed him to on Jan. 16, less than two weeks before being booted out of office.
Granberg didn't last much longer. He hadn't gotten Senate confirmation yet when Gov. Quinn fired him Feb. 5.
So the pension system had to decide whether to base his retirement payments on his final $85,903-a-year legislative salary or on his $133,300 DNR salary. Lawmakers' pensions are based on 85 percent of their final salary

Taxes: Property, Income, Sales -- and Corruption

We know too well about taxes in this town. Property tax. Sales tax. Income tax. And there's another one.
It's the "corruption tax" -- the extra money they pay because of dishonest public officials.
People pay it when politicians give government jobs to unqualified cronies and when law enforcement spends millions prosecuting crooked politicians.
The head of political science at the University of Illinois in Chicago, Dick Simpson, found that all together, 1,000 public officials and businessmen have been convicted of public corruption in Illinois since 1970.
It's impossible to calculate the full cost of the corruption tax. Simpson's come up with a $300 million estimate, but that focuses on the Chicago area and doesn't directly apply to taxpayers downstate.
Daley: Cop union 'unfair' to Olympic bid
March 28, 2009 It is "unfair" for police to try to link their pay dispute to Chicago's bid to host the 2016 Olympics, Mayor Richard Daley said Saturday.
Police union members unhappy with contract negotiations say they will picket City Hall on Thursday--the same day the International Olympic Committee's evaluation team arrives in Chicago.
"If everybody has a complaint about something else, it has nothing to do with 2016," the mayor said. "It's really unfair because the Olympics is bigger than Mayor Daley. It's bigger than the police or fire union, all these unions. It's bigger than them.
"This is about the vision of the city. This is about transforming the city. This is something that other cities are fighting for."
But Daley added he was not concerned the protest would have any impact on Chicago's chances of being awarded the games over three other finalists--Madrid, Rio de Janeiro and Tokyo--in October, when the IOC is scheduled to make its decision.
"If they want to demonstrate--fine, they can demonstrate. But it won't have any affect," the mayor said.

Chicago Police officers denied their requests to take compensatory time off could be in line for damages at a time when the city is strapped for cash, thanks to a federal appeals court ruling this week.
Denying the city's appeal, the 7th Circuit U.S. Court of Appeals ruled that the Police Department can no longer cite manpower shortages to indefinitely deny requests from rank-and-file officers to use comp time awarded in lieu of overtime pay.
The Fair Labor Standards Act requires the city to grant comp time requests made with sufficient notice, even if it means calling other officers in on their days off to fill the void. The act applies to time earned above and beyond 11 overtime hours in a four-week period.
The ruling comes as nose-diving revenues tied to the prolonged recession threaten to poke a $200 million hole in Mayor Daley's 2009 budget.
Fraternal Order of Police President Mark Donahue says cash damages can and should be substantial.
"Our members have been harmed by not being able to use their comp time because it's at the discretion of the commander to approve or deny," Donahue said.
"There are a myriad of reasons they give. None are acceptable to a member refused the ability to use comp time to attend a family wedding even though the request was put in months in advance."
This has happened to all of us at some point more than once. I was denied last year my nephews first birthday party I even told the W/C what I needed the time for and I was still denied . He will never have another first birthday and I wasn't able to share in the memories.

Thug kills 4 cops before being shot dead in California
OAKLAND, Calif. - As the city prepares for a massive public funeral for four police officers slain in the line of duty, dozens took to the streets in a show of support for the man authorities say was their killer.
Organized by International People's Democratic Uhuru Movement, the march Wednesday evening took participants near a police substation within sight of the two locations where Lovelle Mixon allegedly shot the veteran officers before being slain himself.
Loved ones and supporters walked through the streets chanting, "OPD you can't hide, we charge you with genocide!" There were no officers patrolling the march route.
"I don't condone what he did, but it's bringing to light the frustrations between the community and the police," said Uhuru Movement member Kihad Deen. "This gives people a chance to speak their minds."
Mixon's cousin, Dolores Darnell, 26, addressed the small crowd, calling him "a true hero, a soldier."
"This is the real Lovelle," she said, holding a picture of a smiling Mixon with his wife. "We do apologize for what he did to the officers' families. But he's not a monster."
Authorities say a day before the shooting the 26-year-old fugitive parolee was linked by DNA to the February rape of a 12-year-old girl who was dragged off the street at gunpoint.
The event took place a day after a city-sponsored gathering drew about 1,000 people to the crime scene to honor the slain officers: Sgt. Mark Dunakin, 40; John Hege, 41; Sgt. Ervin Romans, 43; and Sgt. Daniel Sakai, 35.
Police said Hege and Dunakin were gunned down Saturday when the two motorcycle officers pulled over Mixon. In a manhunt that followed, Romans and Sakai died when the city's SWAT team stormed an apartment where Mixon was hiding. Mixon also died in the gunfire.
Speaking at the event honoring the officers Tuesday night, Acting Police Chief Howard Jordan said the department was being sustained by an outpouring of public sympathy that included flowers, food, donations for the officers' families and more than 3,000 e-mails, cards and calls.
"It speaks volumes for us. To see so many people here today, in the very same community we lost four officers, means so much to us," Jordan said, noting that the condolences have far exceeded any hints of criticism. "We're going to get through this, with the support of our families and with the support of you, the community."
Meanwhile, the state inspector general said Wednesday that Mixon was properly monitored by corrections officials after he was released from prison in November. Mixon was wanted on a parole violation when the shootings happened, although it is not yet known whether that was the reason Hege and Dunakin pulled him over on Saturday afternoon.
Sgt. Dom Arotzarena, president of the Oakland Police Officers Association, said Wednesday that the rank-and-file is trying to cope with the tragedy while preparing for a public funeral Friday that is expected to fill the arena where the Golden State Warriors play.
"Everyone is devastated," Arotzarena said. "Everyone is trying to seek answers to it all, including, 'Why did this happen?'
"Our reaction is no different than anyone else."
According to the National Law Enforcement Officers Memorial Fund, 133 law enforcement officers died in the line of duty in 2008, a 27 percent decrease from year before and the lowest annual total since 1960.
Again they don't take the blame its always someone else.

SAGINAW, Mich. (March 26) - A man police caught performing a sex act with a car wash vacuum has been sentenced to 90 days in the Saginaw County Jail.
Jason Leroy Savage must also submit to drug testing.
The 29-year-old Swan Creek Township man was sentenced Wednesday in Saginaw County Circuit Court. Savage pleaded no contest to indecent exposure last month.
Police say Savage was arrested after a resident called officers early on Oct. 16 to report suspicious activity at a car wash in Thomas Township, about 90 miles northwest of Detroit.
Savage's attorney, Philip Sturtz, didn't immediately return a message seeking comment.

FAIRFIELD, Conn. (March 24) - A woman attempting to reconcile with her estranged husband handcuffed herself to him as he slept and then bit him on his torso and arms as he phoned for help, police said.
Helen Sun, 37, told police she wanted to have a conversation with Robert Drawbaugh without him leaving. She changed the locks on their bedroom door and, while he was sleeping Monday, handcuffed herself to him, authorities said.
Drawbaugh was able to dial 911 from his cell phone. Nearly out of breath, he told dispatchers he woke up handcuffed, was still bound to his wife and was holding her down, according to a recording released by police.
Dispatchers heard Drawbaugh scream in agony, apparently as his wife bit him.
"Owwww!" Drawbaugh shouted repeatedly. "Are they almost here? Oh God. I need help!"
Asked by dispatchers why his wife was attacking him, Drawbaugh said he divorced her. He also said she has a history of violence.

(March 23) - A Spanish transexual man is expected to give birth to twins at the end of September.
Ruben Noe Coronado, 25, plans to marry partner Esperanza Ruiz, 43, before the babies arrive, the Daily Mail of London reported. The couple live in Barcelona.
Coronado put his sex change surgery on hold to go through fertility treatment using donor sperm when his partner learned she couldn't have any more children. Ruiz is already a mother of two.
"It's like being born with three hands. You take advantage of them while you have them and you get rid of one of them when they get in the way," Coronado said of his female reproductive organs, the Mail reported.
Coronado, who was born a female named Stephanie, plans to continue his sex change operations after the babies are born.
He said he wouldn't sell his story "to protect my children," but went public "so people start to see transexual pregnancy as normal."
"But I am thinking of selling the picture everyone's going to want of me looking pregnant. If I don't do it, someone else will and they'll make a fortune," the Mail reported.

I was watching TLC and they had a special on the "pregnant man" Thomas Beatie. He has gotten attention from all over the world and even appeared on Oprah. The media has dubbed him the "pregnant man" like its some sort of a miracle giving birth.
It would be if he had a penis but that's not case he was born a woman. Now we have this other woman I'm sorry transsexual man that going to give birth and its in the news ! Why all the sudden a woman giving birth is extraordinary all because he has facial hair and lives like man ?
Daley apologizes for hiring fraud
Repeatedly declining to answer questions from reporters, Mayor Richard Daley this morning read a statement expressing regret for the hiring fraud scandal in his administration.
A day after a federal jury convicted his former Streets and Sanitation commissioner of corruption charges, the mayor read from the statement at a news conference.
"I want to say to the people of Chicago that I understand this is a disappointment," Daley said.
He said he knew the conviction does not reflect well on the city or his administration.
"For that, I am sorry," Daley said

Officers returned fire, killing Mixon, police said.
Mixon had previously served six years in state prison for assault with a firearm during an armed robbery in San Francisco, the family said. While he was in Corcoran state prison, he married his childhood girlfriend, they said.
Mixon's uncle, 38-year-old Curtis Mixon of Fremont, said his nephew had become depressed because as a convicted felon he could not find work. His nephew expected authorities to issue an arrest warrant for missing parole meetings, even though the he felt he was not to blame, he said.
"I think his frustration was building up, but he was trying to better himself," Curtis Mixon said. LaTasha Mixon said Sunday her cousin was "not a monster."
Dunakin is survived by his wife of 16 years and their three children, two boys ages 15 and 8, and a 13-year-old daughter, said Maxine Schwab, Dunakin's mother-in-law.
"He was smart, and he was so good with people, very warm and affectionate," said Schwab. "If you met him, you'd be charmed by him."
The media does it again it wasn't his fault he was depressed because he was a convicted felon and couldn't get job. His cousin said he wasn't a monster so he must not have been. Only a monster goes and kills four people in cold blood.
The media turns this story around making the MURDERER of four police officers look like a Saint !

In an unprecedented death toll for California's Oakland Police Department, three officers were killed Saturday by a gunman: Sgt. Ervin Romans, 43, left, Sgt. Mark Dunakin, 40, center, and Sgt. Daniel Sakai, 35
The gunman was also killed Saturday, capping a day of violence that the Oakland Police Department said was the worst in its history. Never before had three police officers died in the line of duty on the same day.
The mayhem began that afternoon, when two motorcycle patrol officers stopped a 1995 Buick sedan in east Oakland, Oakland police spokesman Jeff Thomason said. The driver opened fire, killing Sgt. Mark Dunakin, 40, and gravely wounding Officer John Hege, 41.
The gunman then fled on foot, police said, leading to an intense manhunt by dozens of Oakland police, California Highway Patrol officers and Alameda County sheriff deputies. Streets were roped off and an entire area of east Oakland closed to traffic.
About two hours later, officers got an anonymous tip that the gunman was inside a nearby apartment building.
A SWAT team had entered an apartment to clear and search it when the gunman shot them with an assault rifle, police said.
Sgt. Ervin Romans, 43, and Sgt. Daniel Sakai, 35, were killed and a third officer was grazed by a bullet, police said.
Mixon had an "extensive criminal history" and was wanted on a no-bail warrant.
"(Mixon) was on parole and he had a warrant out for his arrest for violating that parole. And he was on parole for assault with a deadly weapon," said Oakland police Deputy Chief Jeffery Israel.
Police said they did not know exactly why the officers initially stopped the suspect, but said it apparently was a routine traffic stop.
People lingered at the scene of the first shooting.
About 20 bystanders taunted police.
When he first arrived as Superintendent, Weis conducted town hall meetings and heard officer’s complaints and suggestions on how to improve morale and to find out what tools the officers need to help them do their job. Complaints were made about broken down vehicles and he told all of us he would get new vehicles out to the districts. Here we are over a year later and district officers are driving broken down pool vehicles.
Weis also promised to open up the merit selection for the promotion process, boldly stating that any officer can nominate himself and thereby eliminate the clout aspect of the process. That has not happened. Clout still rules. Officers complained to Weis about equipment and Weis made a number of promises about new weapons, including M4 rifles. To date, these weapons are under lock and key in police stations and our officers are not allowed to use them. Weis conducted a meeting at which he promised that the Lodge would be involved in any decisions made about the Field Training Program only weeks before the Department gutted the program and limited the Districts FTO’s could now work in.
Weis was repeatedly told at these town hall meetings and by the union at other meetings that there are not enough officers at the district level. His response? Further reduce manpower in district law enforcement. Officers come out of roll call in a broken down pool car and face a fifteen to twenty job backlog. The jobs are often two hours old and it takes four hours to catch up along with handling the new jobs that are received. When the officer catches up, it starts to get busy and before you know it the tour is over and there is a backlog for the next shift. How can you do any proactive police work? We need more officers in traditional district law enforcement.
Weis attended one contract negotiating meeting and assured the Lodge he would do all he could to help negotiate a fair contract in an expeditious manner, we have seen no positive results stemming from that meeting.
Weis did not fool anyone with his recent contempt of court stunt. He failed Police Officers once more, claiming he intended to protect police families, when all along, we believe he knew he would comply with the court’s order. Weis took advantage of the no risk situation and attempted to turn his image around. Every Policemen knew he would not violate the Judge’s order and the media saw it for what it was.
We are told that in great part, because of the actions of this Superintendent, morale is at an all time low and what really concerns us and should concern you is that our members, including our younger members are telling us that they are second guessing their actions. Doing so is potentially impacting their safety as well as the safety of the people in the communities. They are not exercising their discretion but instead are going by the book to lower the potential of criticism by the public and the department. These same young officers are not being pro-active in their duties, they are being re-active. Several months ago a ranking member of the Cook County Sheriff’s department wanted me to extend his thanks to our membership for taking care of the jail overcrowding problem and he was dead serious.
I think it is clear that for us to do the day to day job of policing, we need basic tools along with the support of our superintendent. We need a leader who has the respect of the rank and file and a working knowledge of the police department. The membership by their vote of no confidence, doesn’t believe the current Superintendent has neither and everyone suffers as a result.

I'm so glad the FOP stood up for our concerns but now what. How do we change the clout promotions. Why should someone get "Clout" promoted over & over again like L.P. He was clout promoted to Det. then Sgt. then Lt. and is now a Capt. This is just one of the many people that get taking care of over & over again. My favorite is the Alderman promotions the pay to play CPD way . You give me money for my campaign or help sell tickets to my party and Ill get you a promoted.
I think that someone should only get merit once that's it.

b. A quality deserving praise or approval; virtue: Demonstrated ability or achievement: promotions based on merit alone.
What do we do about Weis, yes no one has confidence in him but how do we get him out ?
How can we change the merit process or open up more units for bidding. We have all these units but we can't go to unless we have a phone call.

Mothers suffering from profound depression differ from teens who kill their newborns and mothers who neglect or abuse their children. They often provide unheeded warnings and attempt suicide.
According to the American Anthropological Association, more than 200 women kill their children in the United States each year. Three to five children a day are killed by their parents. Homicide is one of the leading causes of death of children under age four, yet we continue to "persist with the unrealistic view that this is rare behavior," says Jill Korbin, expert on child abuse, who has studied mothers who killed their children.
We should detach from the idea of universal motherhood as natural and see it as a social response," Nancy Scheper-Hughes, medical anthropologist says. Women in jail reported that no-one believed them when they said they wanted to kill their children. "There's a collective denial even when mothers come right out and say, "I really shouldn't be trusted with my kids."
Studies show that maternal filicides are often due to depression and psychological reasons. That is contrary to a paternal filicide. The definition of a filicide is murders against children by their parents. Ironically statistics show that women only contribute to 13% of all violent crimes and 50% of those crimes are maternal filicides.

On Sunday the Oprah.com Web site repeatedly flashed a photo of the former Roanoke resident, an attractive, bespectacled blonde, sitting with her towheaded son, surrounded by Christmas presents. The caption beside the picture read, "Can bipolar disorder cause a mother to kill her child? Hear one suburban mom's story."
Petrosky, 41, wants to get the message out that mental illnesses such as bipolar disorder need to be recognized and treated rather than ignored in hopes the symptoms will go away, said Jay Finch, one of the state capital defenders who worked on her case.
She had a reputation as a "supermom," involved in all her children's school activities, working toward a degree at Radford University while managing the clothing and accessory store Present Thyme.
Then on April 15, 2005, she kept her son home from school. As they watched a cartoon together, she grabbed him by the neck and choked him until he stopped struggling. Then she took him to the bathtub, which she had already filled, and put him under the water.
She called 911 and said over and over, "I've just gone crazy."
"I do not know why I did this," she said in her confession to police, presented in court the day of her plea. "My thoughts are out of control, bad thoughts. I'm just crazy I guess. I should have called someone and asked for help, but I didn't."
The type of bipolar disorder Petrosky was diagnosed with, referred to as bipolar disorder II, is not always apparent to the families and friends of the person who has it, but can be more severe when it reaches psychotic levels, Finch said. Most people with the disease "will never have a breakdown similar to the one Andrea had, but a percentage of them will," about one in 20, Finch said.

Take the Andrea Yates case she was hospitalized in 1999 after attempting suicide she was diagnosed as having major depressive disorder and given Hadol. After becoming pregnant again she stopped taking her medication in 2001 she killed her five children. Could she have been stopped ? The problem is a spouse of loved ones never would think that the people they love would harm their own children .

WASHINGTON (CNN) - Veterans Affairs Secretary Eric Shinseki confirmed Tuesday that the Obama administration is considering a controversial plan to make veterans pay for treatment of service-related injuries with private insurance, but was told by lawmakers that it would be "dead on arrival" if sent to Congress.
Washington Sen. Patty Murray used that blunt terminology, telling Shinseki that the idea would not be acceptable and would be rejected if formally proposed. She made the remarks during a Senate Committee on Veterans Affairs hearing about the 2010 budget.
No official proposal to create such a program has been announced publicly, but veterans groups wrote a pre-emptive letter last week to President Obama opposing the idea after hearing the plan was under consideration. The groups also noticed an increase in “third-party collections” estimated in the 2010 budget proposal—something they said could only be achieved if the VA started billing for service-related injuries.
You Liberals wanted change so Barry wants our war veterans to pay with their own insurance for war related injuries. I'm so appalled that this would even be considered by the Obama Administration .

License plate fee may rise by $20

Gov. Pat Quinn is expected to propose in his budget address Wednesday that annual automobile license plate sticker fees increase by $20 a year from the current $78, the Sun-Times is reporting.
The governor also intends to raise cigarette taxes up to $1 over two years, which would double the existing 98-cent-a-pack state tax, the newspaper said.
The Tribune earlier reported that the governor is considering raising the state income tax from 3 percent to as much as 4.5 percent.
Oh Come On $98 dollars. Remember when Gov. Ryan jumped the sticker fee from $48 to $78 that was bullshit increasing it $30 dollars. OK so now a three car home has to pay $294 but if they live in the city now we have to have city stickers for the 3 cars because for some reason the city makes you pay $75 & up per car for what !@#@

LEBANON, Ind. — The Lebanon school district has reversed its policy that barred a female student from wearing a tuxedo to her school’s prom.
The unidentified 17-year-old Lebanon High School senior filed a lawsuit last week. Court filings said she is a lesbian and does not wear dresses because she believes they represent a sexual identity she rejects.
Superintendent Robert L. Taylor said formal attire will be required at the prom, but the requirements won’t be “gender-based.” He said the School Board would have to vote Tuesday to accept the agreement.
American Civil Liberties Union of Indiana legal director Ken Falk, who was the girl’s attorney, told The Indianapolis Star that the teen is pleased with the decision and will attend the April prom in a tuxedo

An Elgin man shot his wife in the leg when she apparently startled him as she tried to get into bed early in the morning, police said today.
Torrance Clarke, 39, of the 200 block of Elm Street shot his wife in the upper thigh around 5 a.m. Saturday, according to authorities, who said he told them he thought she was a burglar.
The woman, 42, was taken to a hospital for injuries that were not life threatening. She told police she had left the home before the shooting, authorities said.
Clarke was charged Sunday with reckless discharge of a firearm, a felony, police said.
It must be the police officer in me i don't buy it that this guy thought it was a burglar . I think hes kicking himself that the placement of the shot wasn't in the chest area or head.

Up to 5,000 freshmen at 20 Chicago public high schools will get cash for good—and even average—grades as part of a new, Harvard-designed test program that city education leaders are rolling out Thursday.
Students will be measured every five weeks in math, English, social sciences, science and physical education. An A nets $50, a B equals $35 and a C still brings in $20. Students will get half the money upfront, with the remainder paid upon graduation. A straight-A student could earn up to $4,000 by the end of his or her sophomore year.
Parents have been rewarding children for stellar report cards for decades. Chicago Public Schools officials are nodding to that tradition and saying the idea is to get students to stay in school and do well while they’re there.
“The majority of our students don’t come from families with a lot of economic wealth. I’m always trying to level the playing field,” said schools chief executive Arne Duncan. “This is the kind of incentive that middle-class families have had for decades.”
Chicago is following the lead of similar programs in their infancy in New York and Washington. The district’s plan, part of the “Green for Grade$” program, involves no taxpayer money—the $2 million over two years comes from private sources.
Critics suggest that what amounts to bribing students to get good grades isn’t the right lesson to teach.
“It’s a terrible idea, because you’re getting people to do things for the wrong reasons,” said Barry Schwartz, a Swarthmore College psychology professor who has written on the issue. “They’ll do well in school, maybe, but they won’t take any of it out with them. Instead of trying to cultivate an interest in learning, curiosity … you are just turning this into another job.”

New police recruits went through less-than-rigorous fitness tests last week while Supt. Jody Weis -- the department's No. 1 exercise advocate -- looked on.
Four of the 50 recruits flunked.
"It is essential that recruits begin the academy with a minimum level of physical fitness to ensure safe and successful participation in training," said a statement the department released Friday.
Under the state's POWER test, short for Peace Officer Wellness Evaluation Report, a man in his 20s must do 37 sit-ups in a minute and run 1.5 miles in 13:46 while a woman in her 20s must do 31 sit-ups and run the same distance in 16:21. The test also includes bench pressing and a sit-and-reach evaluation.
Sources said Thursday's failures were not unusual: several recruits typically fail in each class. What's different is that unlike previous classes, those who flunked Thursday were given the option of resigning or getting in shape for the next class. In the past, recruits were simply fired.
Also for the first time, the POWER test was videotaped for legal reasons.
Last May, Weis' spokeswoman said the city was pushing for mandatory fitness tests for officers. Failing officers would get paired with trainers and have special diets. The proposal was part of ongoing contract negotiations with the police union.
The problem with any kind of testing on this job is the clout factor. I talked to a person who worked at the academy for a few years he talked about a Marine that missed a sit up and they fired him from the academy. What if a recruit accidentally fired his gun in the academy but has clout and nothing happens. Is that Fair ?

Davies was convicted of grievous bodily harm but cleared of the same charge with intent at Newcastle Crown Court.
The jury heard that the couple were celebrating Mr Coghill's birthday when Davies grew upset because she was not pregnant.
As Mr Coghill, 45, moved to comfort her, she asked him to kiss her, the court heard.

They kissed and she bit down hard on his tongue, causing him to scream, and he tapped her on the head, hoping she would let go.
He said: "Then when she did stop, she opened her mouth and looked at me in such a way that I have never seen anyone do before."
Mr Coghill said he could see part of his tongue inside her mouth.
He said: "She let out a satisfaction sound, like if you have a cup of tea when you haven't had one for a few days.
"A 'mmmm' sound."
She then spat it on the floor, he said.

The city had "race normed" the results of the exam out of concern that it discriminated against black firefighters, but a jury found the test was fair. The city appealed to the U.S. Supreme Court, which ruled on behalf of the white firefighters.
Among the 75 firefighters is John Power, who told U.S. District Judge James Holderman last month that he is owed about $140,000 in back pay because he was not promoted to lieutenant.
"I did my part, studying and doing all the things I should have done," Power said.
"Frankly, this was unfair," Holderman responded.
Still, Linda Friedman, an attorney for the white firefighters, acknowledged that "it's a challenging task for a municipality to balance the need to have an integrated fire department without stepping on the rights of the people to be affected."
Friedman said the firefighters, many of whom have retired, can expect to receive their checks by this fall. Attorneys' fees will also come out of the $6 million settlement, said Jennifer Hoyle, a spokeswoman for the city's Law Department.
Hoyle said $6 million is on the "low end" of what the city might have wound up paying. The settlement comes at a time when nosediving revenues threaten to poke a $200 million hole in Chicago's 2009 budget, but Hoyle said the city has budgeted for it.
A group of 100 other white firefighters previously received tens of millions of dollars and benefits in a separate settlement in the same suit, Friedman said. That group was higher on the hiring list than the 75 firefighters.
Friedman said the biggest lesson she has learned from her clients is "how much effort goes into the profession." She also said it took too long for the city to "step up to the plate and pay."
Now we know that testing on the CPD is fair right or how about our merit process.

A federal judge today chastised police Supt. Jody Weis for "sending the wrong message" when he refused at first to turn over the names of officers who have at least five citizen complaints filed against them since 2000.
On Friday, Weis relented, following the judge's order and giving the names to lawyers representing a woman in an excessive-force case against the city.
That was enough to get U.S. District Judge Robert Gettleman to drop a contempt finding against Weis.
But the judge wasn't happy that Weis had delayed turning over the list. He ordered the city to pay the legal expenses of the plaintiffs' attorneys.
“No one is above the law,” Gettleman said.
He cited a 1928 Supreme Court decision that said: “If the government becomes a law-breaker, it breeds contempt for law. It invites every man to become a law unto himself. It invites anarchy.”
Weis apologized to Gettleman, saying his original decision to defy the court order was one of the "most difficult decisions I have made in my life."
"I just wanted to apologize if I offended the court in any way," said Weis, who was flanked by city attorneys.
In his original decision to refuse the court's order, Weis had written that handing over the roughly 2,500 names would "compromise officers' performance, threaten safety, reduce morale and improperly impugn many officers' otherwise well-deserved good reputations."
Go figure. I don't think this could reduce morale any lower than it is.This list should have never come out in the first place.

The aldermen get to put people they want for merit like the people that donate to their campaigns or help with their fundraising parties. Why should an Alderman have any say in who get promoted?

After being found in contempt of court by a federal judge, Police Supt. Jody Weis said today he has handed over a list of officers who have repeatedly been accused of misconduct.
Earlier this U.S. District Judge Robert Gettleman ordered Weis to appear in court Monday to explain why he has continued to defy the order.
"We have the chief law-enforcement officer of the City of Chicago basically picking and choosing the orders of the federal court that he will obey or disobey, and he's chosen to disobey this order," a transcript quoted Gettleman as saying.
Attorneys for Donna Moore, custodian of two minor children who claim they were beaten by an off-duty detective in 2007, have requested the city's list of "repeat officers," those accused more than five times of misconduct and all those accused of excessive force. Some officers have been accused as many as 65 times, including allegations of excessive force more than 20 times, said Flint Taylor, attorney for the plaintiffs.
Weis said he still disagrees with the judge's decision but feels he must comply. He plans to appear before the judge Monday morning.

Two Chicago police officers were fired and a third was suspended in separate decisions released today by the Chicago Police Board.
John Dellorto was fired for using another officer's pass code to alter department computer data to inflate the number of arrests and awards he received over two years, according to the board's decision. The officer testified he did it as a joke, one he later regretted.
John Krupa III was fired for disobeying orders when he left a police station with a personal bag that a dog trained to detect drugs had alerted on during an earlier search of his car.
Linda Brumfield was suspended for seven months for pushing a towing company employee while off-duty after the company refused to waive a towing fee for her friend's towed car.

A federal judge found police Supt. Jody Weis in contempt of court today and gave him until 8:45 a.m. Monday to release the names of officers who have at least five citizen complaints filed against them since 2000.
Last month, Weis refused a magistrate judge’s order to turn over the papers, saying handing over the names would “compromise officers’ performance, threaten safety, reduce morale and improperly impugn many officers’ otherwise well-deserved good reputations.”
The list is being sought — along with a more specific list of officers with excessive-force complaints filed against them — by attorneys suing the city over an allegation that an officer falsely arrested and used excessive force against two children.
In her lawsuit, Donna Moore claims Officer Robert Smith falsely arrested her 11-year-old son and 13-year-old daughter in 2007 over a playground dispute involving Smith's son. Smith allegedly "physically attacked" the children before they were arrested.
Judge Robert Gettleman ordered Weis to be in court Monday if he does not intend to turn over the lists.
Mayor Daley has backed Weis' decision to not hand over the names.
Flint Taylor, a lawyer for Moore, had asked the judge to issue financial sanctions against the city because of the violation of the judge's order.
This morning, Gettleman accused lead city attorney Terrence Burns of making "incorrect" representations to the court, Taylor said in a prepared statement.
It was revealed in court that the lists include some officers with more than 60 complaints filed against them.
"We are very heartened by Judge Gettleman's strong reaction to Weis and the city's continuing lawless conduct and his finding that their conduct is directly contemptuous of the federal court," Taylor said. "We trust that the city will rethink its potion before Monday and produce the names. We also look forward to questioning Weis about his bad faith conduct and his policy of protecting, rather than rooting out, the department's worst repeaters."
Jody isn't doing a stand up thing by not complying there is a hidden agenda .The mayor was backing Jody so you know that some of the mayor's clout babies are probably on the list. Weis doesn't have any ones back.
VEGAS (March 4) - A man tracked down after a video of him sexually assaulting a 2-year-old girl was found in the Nevada desert was convicted Tuesday of that attack and another on a 6-year-old.
Chester Arthur Stiles displayed no emotion as guilty verdicts were read against him for 22 felonies, including sexual assault. He faces multiple life prison terms at sentencing, set for May 8.
Nineteen of the charges stemmed from acts Stiles videotaped of himself with the toddler in 2003. The jury viewed the graphic video Friday.
Outside the presence of the jury, Clark County District Court Judge Jennifer Togliatti called the recorded images "clearly child pornography in its most graphic form."
A man gave the videotape to authorities in September 2007, five months after he found it hidden in a desert lot about 60 miles west of Las Vegas. He later pleaded guilty to conspiracy to obstruct a public officer for the delay in turning in the video.
With clear evidence of a sex crime on a toddler but neither the victim nor the abuser identified, investigators released images from the video in a nationwide hunt for both people.
Stiles, 38, of Las Vegas, was arrested in October 2007 after he was identified as the man in the video and a fugitive in a case involving a 6-year-old girl. Prosecutors said he molested the older child in late 2003.
The toddler victim is now 8. Her mother testified she has no recollection of the encounter, which occurred when she lived with a friend's family in an apartment in Las Vegas. The friend's mother was Stiles' girlfriend.
Three charges stemmed from allegations that Stiles molested the 6-year-old while he and his girlfriend spent two nights as guests at the girl's Las Vegas home in December 2003.
That encounter was not videotaped. But the girl, now 11 and living in Washington state, testified that she awoke before dawn one morning with Stiles kneeling next to her bed and fondling her.
The names of the girls are being withheld because The Associated Press typically does not identify victims of sexual abuse.
Deputy public defenders Stacey Roundtree and Amy Coffee said after the verdict they will appeal the judge's decisions to let prosecutors show the video, air jailhouse telephone recordings and read Stiles' personal letters to the jury.
Stiles also faces federal charges of producing child pornography, which could carry a sentence of 15 to 30 years in federal prison. That trial is set for April 6 in Las Vegas.
Anyone who molests or rapes a child should be put to death these predators cannot be rehabilitated. I hope someone shank's this asshole in prison.
